Fixed DISABLE_VRATING being ignored

has altered vRating being updated.. Drunken Pilot and Town Chaos 1 updates or changes your vRating.

With that said... neither of those maps have "DISABLE_VRATING" set to 1

May fix errors with the order of play being reset on map cycle
VR has been disabled, everyone is frozen at 500/1000 (too high to have negative effects, and too low to have positive effects)

vR still exists, but its disabled and everyone is frozen at a level that doesn't affect spawn rates or spawning of ramps/barrels.
This is until I can figure out better methods of ensuring everyone understands the system, and why it exists.

my only idea is to make it so your first few hours of playing is frozen to 500, and then vR becomes active for you, when you know how to play and play not like a douche.

To quickly search the SVN log, just ctrlf+f and search for a term. It's what I do when I need to quickly find a revision
